Switzerland voted in favour of the resolution and welcomes its adoption.

I would like to thank the Emirati delegation and all our colleagues - members of the Council, but also in the region - for their tireless efforts in seeking a compromise to alleviate the catastrophic humanitarian situation in the Gaza Strip. It is essential that this Council speaks out in favour of protecting the civilians. The images from the Rafah crossing on Sunday clearly illustrate this: The civilian population is desperate and needs the immediate support of the international community to survive.

While such a compromise falls short of many expectations by its very nature, the adoption of this resolution, like the opening of the Kerem Shalom crossing, is a contribution to this end. The resolution provides for creation of a humanitarian and reconstruction coordination post, charged with establishing a UN mechanism that should allow all the flexibility needed to rationalise and improve the efficiency of procedures and ensure that humanitarian goods reach people in need as quickly as possible. Switzerland welcomes the agreement reached within the Council, which should contribute to the effective implementation of humanitarian aid on the ground in order to save lives.

With the same aim of facilitating rapid, safe and unhindered humanitarian access, the resolution calls for creating the conditions for a sustainable cessation of hostilities. This is without prejudice to Israel's right to ensure its own defence and security. It should also facilitate the immediate and unconditional release of all hostages held since the acts of terror perpetrated by Hamas on 7 October, which Switzerland has strongly condemned.

Today's resolution must be complementary to international humanitarian law, according to which all parties to the conflict, as well as non-belligerent States, have an obligation to authorise and facilitate relief operations for populations in need.
